Contracting without a license

If, upon investigation, the director believes a contractor has violated the requirement that a contractor be registered, the director issues a citation. The administrative penalties that may be imposed are not more than five hundred dollars for a first violation and not more than five thousand dollars for each second or subsequent violation.

How Iowa handles contractor registration

Iowa's credential is a contractor registration. Under chapter 91C of the Iowa Code, a contractor doing business in the state is required to register with the director and to meet the conditions the chapter attaches to registration [1]. What registration costs

The rule in 481 IAC chapter 465 sets the standard fee: as of February 26, 2025, the standard registration fee is $50 per year [3], and a three-year registration is also offered. DIAL describes the annual fee as non-refundable [4].

The chapter also carves out a fee exemption. A contractor whose application shows self-employment, no more than two thousand dollars a year [1] paid to employ others in the business, and no work with or for other contractors in the same phases of construction is exempt from the chapter's fee requirements.

Penalties for failing to register

When the director, or the director's authorized representative, believes after investigation that a contractor has violated the registration requirement, the director issues a citation to the contractor [1].

The chapter then sets ceilings on the administrative penalties that may be imposed. For a first violation the cap is five hundred dollars, and for each second or subsequent violation it is five thousand dollars [1]. These are maximums, not fixed amounts.
