How Indiana approaches contractor licensing
The Indiana state government issues no general contractor license [1]. The State of Indiana publishes a Business Owner's Guide on IN.gov, and in its Contractor Services passage, the guide first observes that the word contractor can describe several different kinds of business, then states that plumbers are the only construction contractors the State of Indiana licenses [1].
The next two sections set out, in the guide's own terms, what it says about plumbers and about local licensing.
Plumbers and the state
Plumbing is the one construction trade the guide places under licensing by the State of Indiana [1]. For that trade, the agency is the Indiana Professional Licensing Agency, Plumbing Commission.
Licensing at the city and county level
The same Contractor Services passage says that many of the other specific areas call for local licensing, and that this licensing differs from one city or county to another [1]. Later, under its Local Regulation heading, the guide comes back to the topic and describes contractor licensing for contractors other than plumbers as a "local option" [1].
Taken together, the guide places plumbers under licensing by the State of Indiana, says local licensing in many other areas varies by city and county, and calls contractor licensing for contractors other than plumbers a local option [1].
Where the statements sit in the guide
All three statements are in the State of Indiana's Business Owner's Guide [1]. The plumber statement and the city and county statement appear under its Contractor Services heading, and the local option statement appears later, under its Local Regulation heading.
The guide speaks of licensing by the State of Indiana on one side and local licensing on the other. In its Contractor Services passage, the word contractor may refer to general, HVAC, electrical or plumbing contractors, and plumbers are the only construction contractors it names as licensed by the State of Indiana [1]. These statements do not say which local licenses apply to which work in any city or county, and this page adds nothing to them about other work, other bodies or other rules.
