Requirements

110.R5.2.1 Qualifications. A construction supervisor license candidate shall demonstrate that he or she has had at least three years of experience in their field.

Term and continuing education

Term and renewal. A Construction Supervisor License expires three years from the date of issuance and may be renewed; a renewal of an original license is for a period of two years. An HIC registration is renewed every two years.

Continuing education. Construction supervisors complete continuing education courses every 2 years: 12 hours for an unrestricted construction supervisor and 10 hours for a restricted construction supervisor, with at least 1 hour of each educational topic.

Contracting without a license

Under the home improvement contractor statute, a contractor or subcontractor who knowingly, willfully, or negligently operates without obtaining a certificate of registration as required and is not otherwise exempt from the registration requirement, or who continues to operate after revocation of or during suspension of, or fails to renew, the certificate of registration, is punished by a fine not exceeding five thousand dollars or imprisonment not exceeding two years, or both.

Any contractor or subcontractor who shall knowingly, willfully, or negligently operate without obtaining a certificate of registration as required by this chapter and who is not otherwise exempt from the registration requirement or any contractor or subcontractor who continues to operate after revocation of or during suspension of, or who fails to renew his certificate of registration, shall be punished by a fine not exceeding five thousand dollars or imprisonment not exceeding two years, or both.

Two Massachusetts credentials for two kinds of work

The construction supervisor license and the home improvement contractor registration each have their own scope and their own agency. The construction supervisor license attaches to individuals. Under 780 CMR 110.R5, people who supervise others doing construction, reconstruction, alteration, repair, removal or demolition work regulated by 780 CMR are to hold this license [1]. It is handled by the Board of Building Regulations and Standards, through the Office of Public Safety and Inspections, Division of Occupational Licensure.

The home improvement contractor registration reaches a different group. The Office of Consumer Affairs and Business Regulation requires it of any contractor, subcontractor, partnership or corporation that solicits, bids on or performs contracting work on an existing, owner-occupied residential property in Massachusetts with one to four units [2]. Chapter 142A, section 9(a), bars a contractor or subcontractor from undertaking, offering or agreeing to perform residential contracting services without a registration approved by that office [3].

The Office states that the home improvement contractor registration and the construction supervisor license are different and "not interchangeable" [2].

Supervisor classes, experience and the exam

The agency's page on construction supervisor licenses describes an unrestricted class and a class for one and two family dwellings. Both cover the same range of activities, from construction through demolition [4]. The class for one and two family dwellings stays with those dwellings and any additional accessory. The unrestricted class goes further, adding buildings of any use containing less than 35,000 cubic feet, buildings or structures for agricultural use, and walls under a set height [4].

On experience, the rule requires a license candidate to demonstrate at least three years of experience in their field [1]. The candidate handbook explains that this time does not have to be continuous, but it has to total 36 months of full-time work at 40 hours per week within the past ten years, and education can count for no more than two years of it [5].

The same rule requires applicants to pass an examination to receive the license [1]. It also sets out an exception: a person holding a current certification under 780 CMR 110.R7 may apply for an unrestricted construction supervisor license without sitting the examination [1]. Exams are applied for and scheduled with PSI, and testing on the 10th Edition of the State Building Code began January 1, 2025 [6]. The handbook describes the exams as open book and multiple-choice [5].

For the home improvement contractor registration, the Office's page says registration and payment must be completed online using the MA Contractor Hub [2].

Cost, renewal and education

As of December 22, 2025, the CSL application fee is $23 per application [5]. The construction supervisor license also has a renewal fee. On the registration side, there is a registration fee, a renewal fee, and a separate, mandatory Guaranty Fund payment [2] made with the application for registration, which chapter 142A, section 11, scales to the number of people the contractor employs [8].

A construction supervisor license expires three years after it is issued, and a renewal of an original license runs for two years [1]. The home improvement contractor registration must be renewed every two years [2].

Continuing education applies to construction supervisors. Their courses are completed every 2 years: 12 hours for an unrestricted construction supervisor and 10 hours for a restricted construction supervisor, with at least 1 hour in each educational topic [9].

Penalty under the home improvement contractor statute

This penalty comes from chapter 142A, section 19, the home improvement contractor statute, and it concerns the home improvement contractor registration, not the construction supervisor license [10]. It punishes a contractor or subcontractor who is not otherwise exempt and knowingly, willfully or negligently operates without the "certificate of registration" the chapter requires, as well as one who keeps operating after its revocation or during its suspension, or fails to renew it. The punishment is a fine not exceeding five thousand dollars, imprisonment not exceeding two years, or both [10].
